“The director or the director’s designee, in coordination with the council, shall promulgate the standards for the training…The chief law enforcement officer or executive officer of the peace officer’s employing agency shall determine if a peace officer has complied with the standards established…” UCA 53-6-202 (6)
Arrest Control
An approved course addresses the key elements of proper and safe arrest control techniques. Approved topics include searching, cuffing, ground tactics, tactical retreats, weapon retention, and less lethal options. The training will focus on giving clear verbal instructions while engaging in the minimal force necessary to effectuate the arrest.
De-Escalation
An approved course addresses the key elements of de-escalating an encounter that resolves conflict. Approved topics include establishing communication through containment and control, command presence, verbal persuasion, tactical repositioning/retreat, and duty to intervene. The training will focus on enabling compliance by establishing influence through clear verbal instructions, reading and reacting to body language, and effective positions of interview.
Crisis Intervention
An approved course addresses the key elements of how to assist a person who is experiencing an immediate mental crisis. Approved topics include understanding the neurobiology of trauma and traumatic reactions, recognizing signs of mental illness, appropriate responses for crisis intervention, special considerations for those with intellectual and developmental disabilities, and how substance abuse can be a factor in a crisis. The training will focus on safely engaging the individual experiencing an immediate mental crisis. While the C.I.T. program meets this requirement, officer wellness, peer support, and other officers’ mental wellness courses do not qualify.
Special Needs
An approved course addresses the key elements of serving those with Intellectual or Developmental Disabilities (IDD). Approved topics include Autism Spectrum Disorder (ASD), Cerebral Palsy, Down Syndrome, Fragile X Syndrome, and any other IDD. The training will focus on understanding the special needs and unique challenges to effectively support the individual and their caregivers.
Sexual Assault/Abuse
An approved course covers trauma-informed responses and investigations of sexual assault and sexual abuse cases. The course will be a minimum of one hour in length and will contain all the topics outlined in UCA 53-10-908(1). The training will focus on recognizing the symptoms of trauma, understanding the impact of trauma on a victim, responding to the needs and concerns of a victim of sexual assault or sexual abuse, delivering services to victims of sexual assault or sexual abuse in a compassionate, sensitive, and nonjudgmental manner, understanding cultural perceptions and common myths of sexual assault and sexual abuse, and utilizing techniques for writing reports, including trauma-informed and victim-centered interview outline. The agency must certify that the course covered all topics outlined in UCA 53-10-908(1).
