Note: The in-service training options posted on this webpage are NOT endorsed by Utah POST and are listed as possible in-service training options. POST does NOT review or certify training as counting for continuing education credits. Officers must submit a certificate of completion or report attendance to their own agency for potential credit. Agencies must certify the contents of the training and report training hours to POST. Consequently, officers must check with their own agency to determine if the training would be accepted by the agency.
SCENARIOS AND TACTICS FOR THE FIELD TRAINING OFFICER
COURSE DESCRIPTION: This training is for those assigned to the all-important role of Field Training Officer (FTO) on how an FTO process should be managed. They will be instructed on what subjects and tactics recruit officers need be evaluated on. However, few FTOs themselves are trained on how to teach and demonstrate those all-important subjects and tactics.
In this two-day program, students will examine their FTO role from the very beginning of the Field Training process to the ultimate end. They will address the Why about their role and goals. They will learn how to teach adults and consider generational differences. And they will reexamine their understanding of tactics and how to mentor, demonstrate and teach recruits so they will develop an understanding of how proficiency is developed and how they should utilize that understanding as their careers progress.

LAW ENFORCEMENT OFFICER TRAINING ON AUTISM SPECTRUM DISORDERS
COURSE DESCRIPTION: This training addresses the unique communication and behavioral characteristics of persons with Autism Spectrum Disorders (ASD) specially for Law Enforcement Officers (LEO). The training will educate officers on identifying the symptoms of ASD, navigating the complex social interaction needs of autistic people, and incorporate communication strategies effective with this specific population. This training will heavily cover how the characteristics of ASD are often confused by LEO’s as criminal behaviors. Attendees will be given practical intervention and communication strategies to assist in their interactions with persons on the autism spectrum.

LAW ENFORCEMENT DISABILITY TRAINING
COURSE DESCRIPTION: Law enforcement often requests additional training surrounding the disability community, but the trainings available are very limited and not always comprehensive. Yet without additional training in interacting with the disability community, the statistics of 50% of law enforcement shootings involving the disability community continue to remain unchanged.
The Accommodation & Accessibility virtual training, provided by the Adult Advocacy Centers, designed for law enforcement that involves trainers that have the disabilities (including older adults) which are covered in the training. Not only does this training provide disability specific knowledge and tips/techniques to aid in interaction, but also covers the legal obligations of law enforcement under the Americans with Disabilities Act and Section 504 of the Rehabilitation Act. By having people with lived experience involved in the training, law enforcement is able to view the information from a disability lens.
The Adult Advocacy Centers (AACs) is a disability-led national organization piloting groundbreaking programs and trainings. Our mission is to work within the disability, victim services, and criminal justice systems to improve access and equity for adult crime victims with disabilities and to educate and train professionals within these systems on the unique needs of survivors with disabilities.

LAW ENFORCEMENT AUTISM SENSITIVITY TRAINING – ONLINE
COURSE DESCRIPTION: In this course instructors from The Scott Center for Autism Treatment will provide officers some guidelines for interacting with individuals with ASD in community and emergency settings, in an effort to reduce the possibility of misunderstanding or escalation when real situations arise.
Participants will learn how to recognize common behaviors exhibited by individuals with ASD, how best to respond in an emergency situation involving someone with ASD, and how to manage risk when interacting with this population. They are responsible for creating and maintaining an environment that supports a victim-centered response to sexual assault. This course will enhance the capability of rural law enforcement personnel to manage and investigate sexual assault cases in their community. Topics include the dynamics of sexual assault, recognizing victim trauma, the benefits of a team approach to sexual assault investigation, creating a department sexual assault policy and procedure along with self-assessment tools, understanding the medical-forensic examination, alcohol/drug facilitated sexual assault, handling media relations, and developing sexual assault cases from the prosecutor’s perspective. COURSE DESCRIPTION: The response to, and investigation of, sexual assault crimes requires a victim centered approach as part of an effective investigation. This course is designed to enable rural officers to better understand the impact of sexual assault upon victims as well as apprehend the offender. Utah Peace Officer Standards and Training (POST) has identified some valuable training to assist Law Enforcement officers as they respond to various challenges within Utah’s communities. SEARCHING MOBILE DEVICES
The Supreme Court’s decision was unanimous and emphatic. Absent exigent circumstances or other warrantless search exception, such as searchable probation or parole, law enforcement officers will need to obtain a warrant to search a suspect’s phone. Law enforcement officers are presented with a choice when considering the new requirement. We can lament the decision and complain about how it made an already difficult job more complicated or we can adapt. As a benefit, investigators can leverage the probable cause requirement to target sources of information that were previously overlooked such as provider records, cell site location data, application data, and backup files. Obtaining a search warrant has additional benefits. It makes it more difficult for a defense attorney to suppress evidence obtained as a result of the judicially authorized search. It also gives law enforcement officers the opportunity to hone their search warrant writing skills, which can then be applied to other criminal investigations requiring a warrant. Search warrants will no longer be considered the exclusive purview of the experienced investigator, detective, or narcotics officer. Patrol officers and deputies will find themselves writing search warrants for phones to recover evidence related to their arrests. Nearly everyone has a phone or mobile device and almost every crime can involve those devices. It is difficult to commit a crime without using a mobile device before, during, or after the commission of a crime. The evidence of those crimes rests in the suspect’s mobile device and in the records maintained by the provider. The choice is simple. Either write a warrant to search the phone or don’t and miss critical evidence in a criminal investigation. The search warrant requirement may add some time and effort to complete an investigation, but in the long run, the Supreme Court decision is a benefit for the law enforcement community.
About the Author:
Aaron Edens is an Instructor with POLICE TECHNICAL, the Managing Editor of POLICE PUBLISHING, the author of 150 Search Warrants, Court Orders, and Affidavits, and a former police officer in northern California. Edens spent six years as an Intelligence Unit Detective assigned to the FBI-Joint Terrorism Task Force. During that time he investigated international terrorism and Southwest Asian organized crime as well as major narcotics trafficking. Edens has been a certified mobile phone examiner since 2005 and has completed over 1,000 forensic examinations. He has taught mobile phone investigative techniques to thousands of law enforcement officers, analysts, and attorneys. Aaron lives in northern California with his wife and family.

SEATED BATTERY OF FIELD SOBRIETY TESTS

**Students must be currently proficient on the NHTSA standing battery of Standardized Field Sobriety Tests.**
The National Association of Boating Law Administrators (NASBLA) in conjunction with the United States Coast Guard and the Southern California Research Institute (SCRI) have developed an alternative, validated battery of field sobriety tests. This battery of tests was originally developed for use in ‘Boating Under the Influence’ cases, but has proven robust and reliable for individuals suspected of DUI for whom the standing NHTSA battery of tests would be inappropriate. This includes people with knee, leg or back injuries or other disabilities.
This battery of field tests will provide a valuable addition to the skill set of any officer that routinely enforces DUI laws. The course consists of classroom instruction and test battery practice with volunteer drinkers.
